Vancouver Canucks Officially Blocked by NHL from Submitting Offer Sheet to Luke Hughes

With all the rumors swirling around the Vancouver Canucks' attempts to try and get both brothers of Quinn Hughes, Jack and Luke over from the New Jersey Devils, new insight reveals that they have to go about it in a completely different way.

Ever Since Canucks President of Hockey Operations Jim Rutherford disclosed at the end-of-season press conference that the organization might have to start shopping their Captain if they can't extend him by the next two trade deadlines, speculation about his future in Vancouver has ramped up exponentially.
"We control him for a year and two-thirds because if we get to that trade deadline two years from now and it looks like he doesn't want to stay, then we would have to do something." Rutherford said.

In the same presser, Rutherford made it clear that keeping Quinn Hughes apart of the Canucks for the remainder of his career may not come down to money, as he expressed that it is a dream of his to play along side his brothers Jack and Luke.
«It may not boil down to money with [Quinn],» Rutherford said. «He said before he wants to play with his brothers. That would be partly out of our control. In our control if we brought his brothers here.» - Rutherford

Because they both play for the Devils, a lot of rumors and trade proposals have come to the surface to see what exactly it would take for either team to get all of three of them together.
But, many fans have wondered why the Canucks don't just offer sheet Luke Hughes as he is a pending restricted free agent (RFA).
That fact of the matter is that the Canucks, along with every other NHL team are blocked from offer sheeting him, among other RFA's under section "10.2.c" in the NHL's Collective Bargaining Agreement (CBA).
Luke Hughes is not eligible for an offer sheet this offseason because he is classified as a "10.2.c" player under the NHL's Collective Bargaining Agreement (CBA). This classification means he doesn't meet the requirements to be considered a restricted free agent (RFA) and therefore can't receive an offer sheet.

The following RFAs are not eligible to receive offer sheets:

Wyatt Kaiser (CHI)
Luke Hughes (NJD)
Sam Colangelo (ANA)
Alex Laferriere (LAK)
Mackie Samoskevich (FLA)
Devon Levi (BUF)
Tyler Kleven (OTT)
Leevi Merilainen (OTT)
Obviously it would be an ideal scenario if the Canucks could submit an offer sheet and get two out of three brothers in Vancouver so that the last brother, Jack would be enticed to join at some point as well.
Rutherford and Allvin have to think of something because Hughes wants to be close to family.
